Officer Involved Shooting, Modoc Point

UPDATE 4:25pm, 10/5/18

Preliminary investigation indicates that on 10/05/18 at 7:52am, a traffic stop was conducted by the Oregon State Police (OSP) on US 97 (milepost 258 at Modoc Point). A narcotics K-9 alerted on the car and two occupants, one male and one female, were asked to step out of the car for investigative purposes. 

The male occupant identified as Phillip Samuel Moskios Jr. (48 years of age) assaulted one of the OSP officers and fled on foot. During the ensuing foot pursuit, Phillip Moskios was contacted by officers from the Klamath Falls Police Department (KFPD) and an agent from the Drug Enforcement Administration (DEA). Shots were fired and Phillip Moskios was fatally wounded.

The female occupant of the stopped car also fled the area on foot and was later identified as Amanda Tammy Lynn Yost (26 years of age). She became the subject of a search involving multi-agency officers, a K-9 Unit, and an air search. Area schools and government offices were temporarily placed on lock-out status. Amanda Yost was later located hiding in a nearby building and was taken into custody for Criminal Trespass First Degree and Burglary Second Degree. 

There are no other subjects being sought by law enforcement at this time.

Details of the incident remain under investigation by the Klamath County Major Crime Team. Involved officers will not be identified pending the outcome of the investigation.

UPDATE: 1:47pm, 10/5/18

The Oregon Department of Transportation has reported that US97 will remain closed with a detour in place until about 6:00pm this evening. Motorists are urged to avoid the area.


UPDATE: 1:22pm, 10/5/18

Klamath County authorities have apprehended the shooting suspect after a manhunt in the Modoc Point area.

Klamath County School District is reporting that: as of 1 p.m., the “lock out” has been lifted for Chiloquin Elementary School and Chiloquin Junior-Senior High School.

Anna Fowler, Director of Sage Community School is reporting: The lock down is also no longer in effect at Sage Community School.


UPDATE: 12:07pm, 10/5/18

Highway 97 remains closed northbound at Modoc Point Road for the continued investigation of the shooting. A detour is in place using Modoc Point Road, South Chiloquin Road and Highway 62.


UPDATE: 10:23am, 10/5/18

Chiloquin Elementary and Chiloquin Junior-Senior High School are on a lock out at this time while authorities are looking for a suspect in the Modoc Point shooting incident.

A lock out means that the school building doors are locked as a precautionary measure.


UPDATE: 10:22am, 10/5/18

On 10/05/18 just before 8:00am, an Officer Involved Shooting occurred in the Modoc Point area just off of US 97.

No officers were seriously injured and one male subject is deceased. Officers on scene are searching for a female who ran from the incident described as a white female adult in gray sweatpants.

The Klamath County Major Crime Team has been activated, the investigation is ongoing, and further information will be distributed when appropriate.

UPDATE: 9:51am, 10/5/18

Sage Community School initiated School Lockout procedures due to a shooting and subsequent manhunt.

School Lockout procedures include locking all exterior access points and continuing with classroom activities as normal. Recess and outdoor activities are suspended until the lockout has been lifted. Sage Community School personnel are in contact with the Klamath County Sheriff's Office.


BREAKING: 8:43am, 10/5/18

Oregon State Police and other law enforcement agencies are on scene of an officer involved shooting on Hwy 97 near mile. post 258.

A suspect is outstanding please avoid the area.
